Rule 50
Priority should be given while nominating

(1) When nominating a civil servant for study, training or study visit abroad, subject to Rule 49, nomination should be made as follows:-
(a) Civil servants who have not previously had the opportunity to study abroad, undergo training or study tour,
(b) To the civil servants who have spent the most time in the concerned body after completing the study, training or study visit, if all the civil servants have had the opportunity before,
(c) If the order for nomination cannot be determined according to clauses (a) and (b), to the civil servant who has the longest service period in the same post. However, in the case where it has been mentioned that a certain qualification and age are required, nomination should be made according to clauses (a) and (b) only among the civil servants who have such qualification and age.
(2) Even if an invitation comes in the name of a civil servant to participate in a training or study tour to be nominated by the Government of Nepal, the relevant body shall nominate in accordance with sub-rule (1). But for the seat related to the specific project, nominations can be made from within the same project according to sub-rule (1).
(3) Regardless of what is written elsewhere in this regulation, to receive scholarships from various countries or international organizations of which Nepal is a member in matters that are useful and necessary for the services, groups or subgroups in which they are working, and participate in studies or training abroad with the prior approval of the Government of Nepal. Civil servants who have the opportunity will also be nominated for study or training.
